Class: Simple access layer

This class can be used to manage permissions of access to resources by users.

It can abstract several types operation to manage access permissions like adding resources to manage, allow or deny the access by user or level, check if the user is an administrator, and check if the user has access to a resource.

The class may be extended to retrieve access permissions from certain containers like databases.
