Ok... here it goes...

Wouldn't it be easier to let designers submit screenshots of their design proposal? I have a few ideas ready here... but it's a lot of time converting them and waiting for the HTML editor to work properly...

No offense was taken. This is a brand new thing. I do not know any sites that done exactly the same thing that is being done. So certain things need to be improved to be usable by Web designers.
It is not viable to take screenshots as proposals because in the end the site will need HTML templates to preview the pages in different modes, in order to show to other users that will vote on the proposed themes.
The areas that you see that are dashed are placeholders for template variables. If you click on the HTML toolbar button, you can see what is in the editor translates into actual HTML and template marks.
You can edit the HTML template if you prefer. Then click on the Visual button to get back to the Visual mode and see how it looks like.
This may not be obvious the way it is now, but you can actually move those dashed template blocks around, where you find more convenient.
You can also switch the look of certain template variables just by clicking on them, like for instance the navigation, user and endnavigation blocks. A menu will appear to let you click on the alternative view options.
Currently it only supports showing the same navigation bar without tabs, but soon you will also be able to switch the navigation menus to layout vertically.
Please just try using this stuff that I just described and let me know what you think, so I can see what can be done to make this more obvious and easy to implement the layouts that you have in mind.
