This class can be used to determine the geographic location and time zone of a given address using the Yahoo geocoding and GeoNames APIs.
It can access the Yahoo geocoding API Web server and retrieve the latitude and longitude of a given address.
With geographic coordinates it can access the GeoNames API Web server and retrieve the location time zone.

Web services made possible to extend the capabilities of a site by using services provided by another site.
There are sites that provide Web services that let you determine the geographic location of an address. There are also sites that provide Web services to determine the time zone of a given geographic location.
This class goes further by combining both kinds of Web services and provide a solution that determines the time zone of a given address.
