This class can encode and decode Ebay Turbolister options data.
It can take Ebay Turbolister options data as a string in XML format and encodes that data with base 64 algorithm and computes the checksum for sending to Ebay.
The class can also do the opposite, i.e. decode previously encoded data with the above method.
