This class can generate data URL to embed binaries in links.

It can generate a URL that includes the data of a given file.

The class can set the URL character set and MIME type of the data to given values, guess from the file name extension based on a list of known extensions, or retrieve it from a given magic MIME type file.

The generated URL can be used in a link or any other resource of an HTML page that requires an URL.
