This class can resize images with configurable aspect ratio.
It can load a picture from a file in either PNG, JPEG or GIF format.
The class can resize the picture either in the width, height or both dimensions.
It can also resize the image changing the aspect ratio to a given value different from the original image.
The resulting image can be saved to a file in the same or a different format from the original.
The PNG compression level or the JPEG quality level are configurable parameters.
