This class can encode and verify passwords tied to IP addresses.
It can take a given password and encodes it using a given IP address as salt values before and after the the password before encoding it.
The class can also verify if a previously encoded password matches a given password using the current user IP address as salt.
The class supports either IPv4 an IPv6 network addresses.
