I entered a design without the icons and was repeatedly told that I needed to leave the icons in and I go looking at another site design and guess what the person doenn't have any of the icons in it WTF man That's not cool.

You are right, the InterGraphicDESIGNS_01 one is an example of it. Personally I uploaded all new icons by hand, had to change all the sizes and formats (took me a few hours). Check out the result here: http://www.phpclasses.org/design/theme/cbs.html?vote=

Some themes were fixed at the last minute to make their icons visible. It is possible that you are seeing cached versions of the themes CSS. In that case, please clean your browser cache and reload the pages.

I don't get what you mean at the last minute I just started looking at the different sites after the submission process supposedly ended I am at +5 gmt, My browser wouldn't have any images of sites I have not seen yet?

The contest submission ended 00:00 GMT but some contestants submit wanted to submit changes to fix the issues and did not have time to submit them before the deadline. So I fixed the CSS styles manually to remove the properties that made the styles invisible and approved those designs. However, I did not clean the caches until some time later. So it is possible that you see cached versions of the designs before fixing.
